Overcoming the Catch-22
Up to 70 million Americans are excluded from the financial mainstream because of the Credit Catch-22: you need to have a history of debt to get credit. PERC's Alternative Data Initiative has already helped many Americans overcome this Catch-22 and access affordable mainstream credit.

NEW YORK – Dr. Michael A. Turner, President and Senior Scholar of the Information Policy Institute, has been selected by the Department of Homeland Security to serve on the Data Privacy and Integrity Advisory Committee (DHS Privacy Advisory Committee).
“It’s an honor to be selected to serve on this committee,” said Dr. Turner. “I look forward to working with the committee and aiding Secretary Michael Chertoff and Chief Privacy Officer Nuala O’Connor Kelly in whatever capacity I am capable.”
The Committee will advise the Secretary of Homeland Security and the Privacy Office on programmatic, policy, operational, administrative, and technological issues within DHS that affect individual privacy, including data integrity and interoperability. Committee members were selected on the basis of their education, training, and experience.
“Because of its mission and high visibility, perhaps no other federal agency faces greater challenges on issues of data privacy and data security,” stated Turner. “Maintaining the delicate balance between national security needs and the privacy rights of American citizens and visitors in the U.S. is a daunting task.”
“Despite these challenges, since its inception, DHS has consistently demonstrated leadership on issues of data privacy and data security,” said Turner. “This is a credit to Nuala O’Connor Kelly and the talented staff she has assembled.”
